Artist Development

In addition to exhibiting, distributing, and restoring queer media, Frameline is involved in artist development and the funding of LGBTQ+ films and other projects through two key programs: the Frameline Completion Fund and the Colin Higgins Youth Filmmaker Grants Program.

Frameline Completion Fund

Guinevere Turner and Rose Troche celebrate the restoration of their Completion Fund film, "Go Fish," at Frameline48.

Since 1990, more than 190 films and videos have been completed with assistance from this program. Grants are awarded annually and provide much-needed support to filmmakers for their post-production work. From queer classics like The Watermelon Woman (1996) to crucial contemporary works like Heightened Scrutiny (2025), essential LGBTQ+ media projects have received $692,500 in Completion Fund grants over the last three and a half decades.

Since 2023, Frameline has worked in collaboration with the Colin Higgins Foundation to present grants to emerging LGBTQ+ filmmakers. In addition to receiving up to $15,000 in cash prizes, the grantees are given the opportunity to attend the 11-day San Francisco International LGBTQ+ Film Festival.
