Application & Eligibility Guidelines


ELIGIBILITY

  • Grants are given to individuals with creative and financial control of the project. In the case of collaboration, a sole project director must be designated as the applicant.
  • Grants will be given to projects in any film/video format, of any length or genre.
  • Grants will only be given to projects about lesbian, gay, bisexual and transgender people and their communities.
  • Student projects are eligible as long as the student maintains artistic and financial control of the project.
  • Grants are given only for completion; therefore, projects must have 90% of production finished and be in the post-production phase or ready to begin post as soon as funding is in place.
  • Projects in development, script-development, pre-production or production will not be considered.
  • Members of the staff and Board of Directors of Frameline are ineligible.

REVIEW CRITERIA


Awards will be based on a clear demonstration of the following:

  • Financial need.
  • Assurances that the project will be completed.
  • The grant makes a critical contribution to the completion of the project.
  • The project makes a unique statement about lesbian, gay, bisexual and transgender people and/or issues of concern to them and their communities.

REVIEW PROCESS

Frameline’s programming staff will review all applications and preview tapes and select semi-finalists to be recommended to an independent panel. An independent panel of media professionals including producers, directors, programmers, academics and other experts in the field will convene to collectively select the grant recipients. The names of the panelists will remain confidential until after the awards are announced. The standard Completion Fund grant ranges from $5,000 to $7,500 although the panel can recommend a higher or lower amount.

The Frameline Completion Fund does not provide critiques, screening notes or individual reviews of any films not chosen for finishing fund grants.


REQUIREMENTS OF GRANTEES UPON RECEIPT OF FUNDS


Grantees will be asked to submit an invoice and sign a Receipt of Funds Letter of Agreement that will require:

  1. Grantee will acknowledge funding by The Frameline Film & Video Completion Fund in on-screen and printed credits for the completed project.
  2. Grantee will make  the finished film available to Frameline for a San Francisco Bay Area premiere screening.
  3. Grantee will provide a signed Producer’s Warranty at the time of the award notification if one has not already been provided.
  4. Grantee will provide, once completed, a DVD for the Frameline Archives.
  5. Grantee will provide an update on the status of the film at six-month intervals.

APPLICATION INSTRUCTIONS

 

PROPOSALS MUST BE TYPED AND INCLUDE:   

  1. Cover Sheet: Please completely fill out the enclosed cover sheet and attach to the front of your application. Please type or print clearly. Do not attach your own cover sheet to the front of this application.
  2. One page synopsis/treatment of the project (no more than 2 pages). This should be a description of the project including scope, structure, style and intended creative approach.
  3. A Budget with both expense and income sections. Please include the amount already expended, projected costs, other sources of funding and/or financing including in-kind services and private contributions other than your own.
  4. Funding Request: Indicate the amount you are requesting from Frameline and detail how the amount will be used. Include plans for further fundraising.
  5. Distribution and exhibition: Indicate projected completion date and include a brief description of plans for distribution and exhibition of the work.
  6. A one paragraph description of what is on the Sample DVD, including a status of the work-in-progress.
  7. Cast & Crew list including a short bio of the Director
  8. Warranty: The enclosed Producer's Warranty must be signed and included.

MATERIALS

  1. Application: You must include two (2) copies of the above materials collated & stapled, no folders please.
  2. One sample DVD: A sample of the work-in-progress on DVD (All Regions) must be submitted. Projects without sample DVD’s will not be considered. No other formats may be submitted. Please do not send raw, unedited footage or only samples of previous work.

  3.  Confirmation of Receipt of your application: If you would like notification of receipt of your application, please include a self-addressed postcard with appropriate postage.


FRAMELINE FESTIVAL SUBMISSION
: This grant application is NOT AN ENTRY FORM for the Frameline Film Festival. If you want to submit your project to the upcoming festival you must download an official Festival Entry Form from www.frameline.org/Filmmaker-Support and resubmit your film. Entry Forms are available starting in October.

Failure to provide any of the above items will result in the proposal being disqualified.
